Digital advocacy group Digital Pinoys is backing a proposal to integrate the Philippine Identification System (PhilSys) into social media and online gaming platforms. The organization argues that using national identity checks can confirm the real human presence behind online accounts while preventing big tech platforms from collecting or storing citizens’ sensitive government ID documents.
How Privacy-Preserving Verification Works
Under the proposed implementation, digital platforms would verify whether an account holder possesses a valid Philippine National ID without ever receiving, viewing, or storing copies of physical documents. The system operates through an application programming interface (API) query to government databases, returning a simple match or non-match response.
This zero-data-transfer model allows social media users to maintain online pseudonyms for legitimate free expression while stripping away the blanket anonymity that protects fraud networks, fake news operations, and troll farms.
“With this mechanism, platforms will be able to verify the person without handing over the ID or any other information to them and obliging them to be repositories of our National ID information,” said Digital Pinoys National Campaigner Ronald Gustilo. “The platforms will only need to know if a person has a National ID or not.”
Striking a Balance Between Anonymity and Accountability
According to Gustilo, validating real human users targets the infrastructure of automated disinformation campaigns, foreign influence operations, and online harassment without dismantling personal privacy rights.
“We should also utilize PhilSys to identify accounts with no real person behind them,” Gustilo noted. “It’s okay to maintain anonymity or pseudonyms online, as we believe that people should be allowed to protect their identities when speaking, participating in communities, or expressing legitimate opinions. However, engaging in activities that destroy the essence of online democratic spaces—such as spreading fake news, misinformation, and online harassment—that’s where we draw the line.”
“Anonymity should never be confused with immunity. An account owner shall carry the responsibility for their actions,” Gustilo added, emphasizing that unchecked anonymity primarily benefits bad actors operating without consequences, including groomers, fraud schemes, and troll farm networks.
Background: DICT’s Push and Meta’s Resistance
The advocacy group’s endorsement follows ongoing efforts by the Department of Information and Communications Technology (DICT) to require major tech platforms to adopt PhilSys verification. The DICT formally asked Meta Platforms Inc. to integrate PhilSys across Facebook, Instagram, Messenger, WhatsApp, and Threads to tackle cybercrime and foreign influence operations. DICT officials pointed to online gaming platform Roblox, which committed to utilizing PhilSys for age and identity checks, as evidence that global tech platforms can technically support national ID queries.
However, Meta executives pushed back during bilateral discussions, citing technical and operational complexities. To resolve implementation details, the government formed a technical working group involving Meta, the DICT, the National Privacy Commission (NPC), the National Telecommunications Commission (NTC), and law enforcement agencies. The Cybercrime Investigation and Coordinating Center (CICC) clarified that the proposal mirrors existing authentication models like National ID eVerify and PhilSys Check, which are systems already integrated by local financial services such as GCash. Under this framework, personal information remains strictly with the Philippine Statistics Authority (PSA), ensuring tech platforms act only as verification channels rather than data repositories.
